Woman is banned from owning pets after she starved her dog to avoid walking her

A mistreated dog, denied food, water and walks, was rescued in Lisieux from a woman banned from owning animals.

Local authorities in France, alongside Lisieux municipal and national police, intervened on July 25, 2025, at the home of a woman who had acquired an unregistered dog via the French website Le Bon Coin in September 2024. The Beagle, later named Hope at the rescue centre, had lived in appalling conditions, without access to food, water, or outdoor walks, all of which are essential for her well-being. Why? To avoid taking her out too often.

Sadly, this wasn’t an isolated case. It was the fifth seizure from this woman’s home in three years. She kept five dogs and three cats despite a formal ban on owning animals. The case highlights a wider issue: easy access to animals through online donation or sales platforms, which can contribute to abuse.

A problem that affects everyone

Animal welfare organisations and law enforcement are raising the alarm about risks linked to rehoming unregistered animals, which is strictly prohibited. These sales or donations, sometimes seen as a simple way to get rid of an animal, fuel a much more serious problem - that of animal cruelty.

Volunteers are urging greater vigilance and responsibility: “Giving your animal to just anyone means taking part in the suffering of defenceless creatures,” one warned. Thanks to the swift action of law enforcement, little Hope can now learn to trust again and receive the care she needs before being adopted.

Hope for the future

The efforts of police officers and municipal agents saved this dog who, despite her traumatic past, now has a chance at a better life. Animal welfare groups have warmly thanked those involved in the rescue.

Hope, true to her name, symbolises the chance for renewal. With proper care and affection, she will recover and finally experience the warmth of a loving home.
