The dog was found tied to a concrete block, just after a thunderstorm had hit the town.
A neighbour noticed the dog tied up in a nearby alleyway and gave him some water before calling for help.

Officers arrived at the scene to find a poor German Shepherd lying on the ground in the street, tethered to a huge concrete block. They quickly freed him, gave him food and water, and launched an investigation to find the dog's family.
Five days later, they provided an update on the situation. The investigation had paid off. It turned out that the dog had been frightened by a thunderstorm while he was tied up. Fuelled by adrenaline, the dog managed to flee from his home, dragging the block with him.
A warning for the owners
Officers paid a visit to the dog's owners. They found that the dog had access to food and water, but they issued a warning to the owners for leaving the dog tethered for too long.
In Oregon, the law prohibits a dog from being tethered for more than 10 hours. The officers stated that they would carry out regular follow-up visits to ensure the dog was safe and living in suitable conditions.
