"We identified the owner, whom we are investigating for an alleged crime of animal abuse," explained the Local Police of Terrassa on Instagram.

Criminal charges

"These animal abusers should end up in jail, which is why we are calling for an increase in prison sentences for animal abuse in the Penal Code," Pacma told viewers.

The crime of animal abuse in Spain is currently covered in the Penal Code. But it specifies that the injury must require veterinary treatment for the restoration of the animal's health.

The penalties or fines vary depending on the severity of the damage caused to the animal.

Article 27 of the Animal Welfare Law 2023 states that it is prohibited "to habitually keep dogs and cats on terraces, balconies, rooftops, storage rooms, basements, patios and similar or in vehicles".

Serious infractions include "keeping dogs or cats permanently on terraces, balconies, rooftops, storage rooms, basements, patios and similar or vehicles". As well as "abandoning the animal in conditions of risk".

For now, Tarzan is being cared for by the Terrassa Domestic Animal Shelter. He is recovering well, and when he's ready, he'll be placed up for adoption.
