The alarm was raised once again following a report of neglect. On arriving at the scene, the teams from the 30 Millions d’Amis Foundation discovered two Chihuahua crossbreeds and a little kitten left to fend for themselves. The animals were surviving in a squalid home: “It was a messy flat where this man apparently didn't even live,” reports Élodie, a volunteer investigator for the Foundation.
According to the investigator, the man gets these animals for free: “He thinks he's a saviour, but he just starves them. He doesn't even take them out. He stores them like furniture.” During previous interventions, the man had insulted the volunteers, warning them that he would keep getting more animals no matter what.
A long history of neglect in Vermelles
The suspect's profile is well known to animal welfare services. His history of abuse spans the last 24 months:
- Late December 2024: The Foundation stepped in for the first time to rescue a skeletal Border Collie, who was taken to a partner shelter in Vermelles. The complaint filed at the time was closed with no further action.
- October 2025: Less than a year later, another rescue took place at the same property. Authorities discovered a Chihuahua, two cats, a terrapin, and 30 fish kept in deplorable conditions.
Pieces of sponge found in stomach
Taken into care this May, the two Chihuahuas and the kitten were transferred to the 30 Millions d’Amis shelter in La Tuilerie, near Paris. Although their condition has now stabilised, their state upon arrival showed the extreme deprivation they had suffered.
Anne Puggioni, the shelter's director, told the foundation's official website (30millionsdamis.fr) that the little kitten was exceptionally thin: “She even vomited up pieces of sponge! The poor thing must have eaten anything she could find...” Fortunately, the kitten and one of the Chihuahuas have already been adopted. The second dog, named Georges, is still waiting for his forever home.
The 30 Millions d’Amis Foundation has announced that it is filing another legal complaint. The organisation's lawyer, Caroline Lanty, hopes that the public prosecutor will finally take firm action to stop this man once and for all and protect animals in the long term.
