I moved in two years ago and I have a neighbour I'm not close to at all who has a pedigree Ragdoll. The problem is that since I moved, I've noticed the poor little thing wasn't very clean and it didn't look like he was being properly looked after, especially for a pedigree cat.

He is still in the same state today, and three days ago he came into my house. I decided to look after him a bit because I felt so sorry for him. His eyes were full of built-up black gunk which I cleared away with a wet tissue. He had three medium-sized clumps of very matted, hard fur that I carefully trimmed with scissors, but I couldn't really get one of the mats off because it was too close to the skin. He’s also missing some fur on his belly which I think is very likely due to matted fur being ripped out. He also felt quite thin (nothing like my own cat who is a "normal" weight), so I decided to give him some wet food, which he wolfed down without even stopping for breath. I had to make him take little breaks so he didn't choke. He also seemed to have a bit of a stuffy nose.

I don't know if the cat is vaccinated or microchipped. According to what one of my other neighbours said, those neighbours aren't really the owners; apparently, the cat just decided to move himself in there. And when they go on holiday, the cat is left outside.

Is there anything I can do? I have no idea. I didn't think to take any photos at the time.
