If your cat doesn't tolerate brushing and can be fractious with other methods, I would suggest trying something like the product 'plaque off' you sprinkle it on their food and it helps combat from within! This way you can avoid having to get up and close!
However may be worth a dental check up with the vets just to make sure he is all good!
