You could limit their water intake a few hours before bedtime if it’s really necessary for some owners, but that shouldn't be the norm. And there’s a world of difference between a few sips and a massive bowlful. In my opinion, it doesn't justify taking the water bowl away from a puppy (especially just for the sake of house-training ^^).
Our vet said "free access to water", so it’s always available and if she’s thirsty during the night, she drinks (which she loves doing every night).
It didn’t stop her from being house-trained 🤷♀️

I simply think the people replying were far more wound up by some of the daft advice you find on FB than they were with the poster!

I think if you're asking yourself the same question the OP did, you already know the only acceptable answer: you don't take an animal's water bowl away at night. It’s common sense, really, which is likely why the responses were a bit blunt or sarcastic, but they weren't meant to be mean.
