At what age do dogs start to settle down?

My best friend's dog is 3 years old but you'd think she was only 5 months old! She nips, barks, bites or licks your feet!!

How old was Belle when she finally settled down?? Because I’m finding that he’s much more chilled out now, except for when we're out of course – when he sees another dog he’s like a proper little puppy! I tried a test today leaving him on his own; I popped out for 5 mins and when I came back he was still in his spot, so I gave him a big fuss. Then I went back out for 10 mins and same again, he was still in his spot, so I praised him again! :)

Don't worry, my dog was exactly the same as Ramses when I left her on her own, but she's settled down now.

Training?? Does he know any commands?? As soon as we leave, he gets so anxious and starts wrecking the house, so I don't dare leave him on his own.
