It’s difficult to tell exactly what it could be just from a photo, but it might simply be blackheads or a buildup of dirt. This is actually very common in dogs because the skin around the teats is thin and the pores can easily get blocked.

Following on from what we were saying. I’ve had a look under the scope. To me, it looks like dead skin.
It doesn't seem to be alive. However, it’s embedded in the skin pores like dirt.
But do let us know what the vet said.

My two male Cavaliers... have that too.
I just put it down to a bit of gunk. Essentially something harmless. I take it off myself when I'm grooming them. I clean the area with hydrogen peroxide or an antiseptic. If there’s ever a sore spot: disinfect + antiseptic.
I’ll have a look under the microscope when I get a chance. Maybe it’s alive...
