Regarding fleas, for me, only spot-on treatments have actually worked. Over the course of 3 to 4 months.
In any case, these solutions come at a cost, which is admittedly debatable.
On this site, which provides the product leaflet, it mentions neurological issues: tremors, delirium or lethargy = consult a vet.

I'm not a fan of collars myself. They are intrusive and contaminate surfaces.

You did the right thing by removing the collar if you noticed your dog acting strangely. In extremely rare cases, neurological symptoms such as tremors or lethargy can occur following the use of these collars.
I would recommend booking an appointment with your vet to explain the situation so they can suggest an alternative product. This will also help confirm whether the change in behaviour was definitely caused by the collar.
