My dog whines on walks

Hi everyone,

Whenever we take our dogs out for a walk, the youngest one (a Malinois x Husky) starts whining. I'm not really sure how to explain it, but he makes these little whimpering noises and we can never stop, otherwise he just carries on crying...

He'll be 1 year old on the 7th of April. What should I do to stop him whining when I put his lead on and while we're out walking?
