This is Chatouille’s nipple. The thing on the cat is likely something other than a nipple, as a nipple is slightly elongated and completely white, whereas the cat’s lump is round with a red ring around it...
Sorry, but I think even if it's on the tummy, it doesn't really look much like a nipple... a tick might be worth checking for instead...
Or it could even be something else – if you're in any doubt, you can always see a vet to be sure of what it is.
OTHERWISE IT COULD BE A TICK (you might see legs perhaps), which needs to be removed with a tick tool

Only a vet will be able to give you a proper diagnosis for that lump.
Skin lumps can be caused by many different things (lipomas, cysts, inflamed spots...). If your cat doesn't seem particularly bothered by it and their behaviour is normal, it’s not an emergency, but a vet will be able to tell you exactly what it is.
