But she’s never once been aggressive (except with Lucky when he first arrived, which is normal).

    On the other hand, I’ve got Meryl who is a total Velcro cat, always following us everywhere and demanding cuddles. This is despite the fact that she was very aggressive at the start (she’s a rescue who was given to us, she didn't understand what was happening to her), and she still hisses and growls when she’s annoyed.

    It’s perfectly normal – kittens are meant to be playful. If you want a calm and cuddly pet, you’re better off adopting an adult cat (and even they still need their playtime).

    There aren’t many ways around it in your case: play with your kitten and let him come to you. He’ll let you know when he’s in the mood for a fuss.
