My cat is always wagging its tail

I know that usually cats wag their tails when they're annoyed, but mine is almost always wagging his, even when he's asleep. If I talk to him, he wags his tail, and sometimes he even falls asleep in my arms but carries on wagging it anyway. What does this mean?
