Hi there, my cat has this too. Basically, when his anal glands are bothering him (they can get blocked and be quite hard to empty), he literally sits on them; sometimes he even scoots along in that position to try and empty them. You can express them yourself, but it smells absolutely foul and you have to be careful because the area can get infected.
Over time, it leaves a bald patch on the back of his hind legs.
Mine has always sat slightly tilted back ever since he was a kitten. It’s nothing to worry about as long as there’s no obvious infection. Taking him to the vet just to have his glands emptied is a bit pointless; it’s pricey and you’d end up going all the time.

There's a hole on each of his back legs, in the exact same spot on both (coincidence?). So I just thought it was down to rubbing.
